EXCHANGE OF NOTES BETWEEN THE REPUBLIC OF THE PHILIPPINES AND UPAV FOR THE CONSTRUCTION OF THE JAPANESE MEMORIAL SHRINE AT CALIRAYA PARK AND GARDEN

Excellency,
I have the honor to inform you that the Government of Japan has decided to erect in a portion of approximately three thousand six hundred (3,600) square meters, more or less of the Caliraya Park and Garden, a Memorial Shrine for the war dead, which shrine is to be the property of the Government of Japan, and that pursuant to the Agreement between the Embassy of Japan in Manila acting for and on behalf of my government and the National Power Corporation (NPC), the National Power Corporation has granted the use of a portion of land in the Caliraya Park and Garden as the site for the Shrine in favor of the Government of Japan, for a period of fifty (50) years subject to renewal upon agreement of said Parties.
In view of the special nature of the shrine, I should like to take this opportunity to request, on behalf of the Government of Japan, kind support and consideration from the Government of the Philippines on the following two points relating to the construction and maintenance of the shrine. Firstly, the Government of Japan should be grateful if the Government of the Philippines would take measures to exempt the Government of Japan from the payment of all taxes, dues or other charges of any kind to be imposed upon the shrine. Secondly, the Government of Japan should be grateful if the Government of the Republic of the Philippines would take measures, within its competence, to protest the dignity, sanctity and respect of the shrine when necessary.
I avail myself of this opportunity to renew to Your Excellency the assurances of my highest consideration.

Excellency,
I have the honor to acknowledge the receipt of Your Excellency's letter dated 27 March 1973, regarding the Memorial Shrine for the War Dead to be erected by the Government of Japan in a portion of approximately 3,600 square meters, more or less of the Caliraya Park and Garden.
I wish to inform Your Excellency that the Government of the Philippines will exempt the Government of Japan from all taxes, dues and other charges en the shrine, which is to be the property of the Government of Japan, and that the Govemment of the Philippines will likewise take necessary measures to preserve the dignity and sanctity of the shrine.
