EXCHANGE OF NOTES BETWEEN THE REPUBLIC OF THE PHILIPPINES AND JAPAN CONCERNING THE EXTENSION OF THE AGREEMENT ESTABLISHING THE TECHNOLOGICAL AND DEVELOPMENT CENTRE FOR COTTAGE AND SMALL-SCALE INDUSTRIES

Excellency:
With reference to the Agreement between the Government of the Republic of the Philippines and the Government of Japan concerning the establishment of the Technological and Development Centre for Cottage and Small-scale Industries signed on September 29, 1966, I have the honor to confirm, on behalf of the Government of the Republic of the Philippines, the following agreement reached recently between the representatives of the two Governments:
1. The Agreement shall be extended until September 28, 1972, in accordance with the provisions of paragraph 3 of Article VIII thereof, with the understanding that the term "three' in paragraph 2 of Article VII of the Agreement is amended to read "five."
2. Paragraph (a) of Article I of the Agreement shall be amended inserting the term "and technicians of any third country to be agreed upon between the two Governments" immediately after the term "the Filipino technicians."
I would appreciate it if Your Excellency would be good enough to con-firm, on behalf of the Government of Japan, the agreement set forth above. Accept, Excellency, the renewed assurances of my highest consideration.

Excellency:
I have the honor to acknowledge receipt of Your Excellency's note of today's date, which reads as follows:
"With reference to the Agreement between the Government of the Republic of the Philippines and the Government of Japan concerning the Establishment of the Technological and Development Centre for Cottage and Small-scale Industries signed on September 29,1966,1 have the honor to confirm, on behalf of the Government of the Republic of the Philippines, the following agreement reached recently between the representatives of the two Governments:
