AGREEMENT BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE WORLD HEALTH ORGANIZATION CONCERNING A REQUEST FOR CONSULTANT IN THE PRODUCTION OF FREEZE-DRIED SMALLPOX VACCINE

Sir,
I have the honour to refer to your Government's request dated 23 August 1968, reference 095.7, for the services of a consultant and a four-months fellowship in the production of freeze-dried smallpox vaccine. I am happy to inform you that WHO is able to meet this request.
The terms of reference of this consultant will be as follows:
1. To assist the Government in the production of freeze-dried small-pox
vaccine.2. To train national staff in the various aspects of freeze-dried small-pox
vaccine production.3. To prepare a report on his observations, analysis of situation and
future recommendations.
The Basic Agreement concluded between your Government and the World Health Organization on 28 December 1950 will govern the implementation of this request and the respective obligations of the Government and WHO.
Without prejudice to the generality of the foregoing, the Government shall insure WHO, its advisers, agents and employees for civil liability under the laws of the country in respect of vehicles for the project.
Particular emphasis is placed on the provision of a government counterpart to work with and assist the consultant during his assignment.
It would be appreciated if the name of the counterpart could he communicated to the Regional Office at an early date.
Five copies of this letter should be signed. Three are for the use of your Government; the remaining copies should be returned to this office.
