AGREEMENT BETWEEN THE REPUBLIC OF THE PHILIPPINES AND THE WORLD HEALTH ORGANIZATION CONCERNING THE SECOND ADDENDUM TO THE REVISED PLAN OF OPERATION FOR MALARIA ERADICATION TRAINING CENTRE IN MANILA

THE GOVERNMENT OF THE REPUBLIC OF THE PHILIPPINES, hereinafter referred to as "the GOVERNMENT," and the WORLD HEALTH ORGANIZATION, hereinafter referred to as "WHO," have agreed to the following ADDENDUM TO THE REVISED PLAN OF OPERATION FOR MALARIA ERADICATION TRAINING CENTRE in San Lazaro Hospital Compound, Manila, Philippines, signed by the Government on 8 September 1964 and by WHO on 3 July 1964, and to the subsequent first Addendum thereto and exchange of letters.

The purpose of this Addendum is to record continuation of the agreement for the years 1969 and 1970:

PART I

PROGRESS OF THE PROJECT

The progress of the project towards the objectives laid down in the Plan of Operation has been as follows:

2. ASSISTANCE TO OTHER TRAINING INSTITUTIONS

The Malaria Eradication Training Centre, on request from the Institute of Hygiene, University of the Philippines, also arranges lectures and demonstrations as and when required on the principles and practice of malaria eradication for participants attending courses at the Institute.

3. OTHER ACTIVITIES

3.1 Parasitological laboratory services of the Malaria Eradication Train
ing Centre

a. The Malaria Eradication Training Centre acts as a referral centre for the National Malaria Eradication Service, Government of the Republic of the Philippines, as well as for other hospitals and dispensaries when required.

b. It is maintaining strains of Plasmodium gallinaceum and P. berghei for teaching purposes.

c. When required, the laboratory supplies materials for teaching to other institutions and agencies.

3.2 Entomological laboratory service of the Malaria Eradication Training
Centre

a. A colony ofAedes albopictus is being maintained for transmission of P. gallinaceum as an aid to teaching activities.

b. An attempt is being made to raise a colony of A. litoralis, a local saline water-breeder. The critical link in the life cycle is the mat ing process and this has been achieved by the artificial mating method. The colony is now in the F2 generation.

3.3 Chemotherapeutic aspects

Preliminary studies on the degree of sensitivity of the local strain of P. falciparum to 4-aminoquinolines and other anti-malarial drugs are in progress, to assist the Malaria Eradication Programme of the Philippines (Philippines 0053 project).

PART III
PLAN OF ACTION

The plan of action remains essentially the same as laid down in the Plan of Operation. The following subjects will be included in some of the courses for senior personnel:

Health Planning and Development
Development of Rural Health Networks
Role of Rural Health Services in Support of Malaria Eradication Programmes
Mass Campaigns
Technical and Administrative Needs of Maintenance Phase of Malaria Eradication Programmes
Integration of Mass Campaigns with General Health Services

PART IV

COMMITMENTS OF WHO

WHO agrees to provide, subject to the availability of funds, the following:

PART V

COMMITMENTS OF THE GOVERNMENT

Subject to the availability of funds, the Government will continue to provide such personnel, facilities, materials, supplies and equipment as laid down in the revised plan of operation concluded on 8 September 1964.

PART VI
FINAL PROVISIONS

1. This second Addendum will come into effect upon signature by the parties and will remain in effect until the international assistance provided by WHO is withdrawn, including such period of time as may be necessary for winding up arrangements.

2. This Addendum may be modified or extended by mutual consent of the parties.

3. Upon termination of the project, any supplies and equipment furnished under Part IV of this Addendum to which WHO has retained title will be disposed of as mutually agreed upon between the Government and WHO.

IN WITNESS WHEREOF, the undersigned, being duly authorized, have signed this Second Addendum to the Revised Plan of Operation.
