Providing for the suspension of the requirements of EO no. 10 which mandates all government Financial Institutions to use income tax returns and financial statements duly filed with, and certified by the Bureau of Internal Revenue in evaluating the borrower's capacity to pay, provided that this suspension shall only be applicable to micro, cottage and small enterprises.

REMINDING ALL GOVERNMENT OFFICES, AGENCIES AND INSTRUMENTALITIES, INCLUDING GOVERNMENT-OWNED OR-CONTROLLED CORPORATIONS, GOVERNMENT FINANCIAL INSTITUTIONS, STATE UNIVERSITIES AND COLLEGES, AND LOCAL GOVERNMENT UNITS, TO ENSURE THE TIMELY COMPLETION OF GOVERNMENT INFRASTRUCTURE PROJECTS

Enjoining the officials and employees of all government offices including government-owned and controlled corporations, government financial institutions, state colleges and universities, local government units and government employees' associations to participate in the "Lingap Barangay" Project.

Directing all cabinet members and heads of their attached agencies including Government Owned or Controlled Corporations (GOCCs), Government Financial Institutions (GFIs), State Universities and Colleges (SUCs), and Local Government Units (LGUs) to actively participate in the United Nations Convention Against Corruption (UNCAC) Summit.

Enjoining all cabinet members and heads of their attached agencies government-owned and/ or controlled corporations, government financial institutions, and state universities and colleges to give full support and participate in the "End Hunger : Walk the World 2009".

In the interest of the service and in line with Executive Order No. 262 with the approved Implementing Rules and Regulations, the Bids and Awards Committee in the Office of the President is hereby reconstituted with the following composition:
