Resolution expressing the sense of the Senate that there is need to respond to the country's critical security requirements within its exclusive economic zone and outlying areas by providing, as a matter of the highest priority, a limited but dependable surveillance, monitoring and response capability for the Navy, Air Force and appropriate civilian agencies.
