Resolution expressing the sense of the Senate that Article VI of the Memorandum of Agreement concerning the military bases signed October 17, 1988 by and between the governments of the Philippines and the United States of America is not in conformity with the policy of freedom from nuclear weapons as provided for in Section 8, Article II of the Constitution, and for which reason, steps must be taken to uphold and insure that said policy is adhered to and observed
