ABSTRACT : "Emergency Health Powers Act." Seeks to establish a Public Health Emergency Council (PHEC) with the primary responsibility of drawing up a Public Health Emergency Plan (PHEP) to respond, immediately and effectively to public health emergencies and implement the same.
