ABSTRACT : The bill seeks to abolish the imposition of death penalty in the country. Scientific evidence show that death penalty has not been instrumental in deterring crime. In fact, in the Philippines, the number of death row inmates continue to grow despite the execution of several death convicts already. The bill further advocates the reduction of the death penalty already imposed to reclusion perpetua. |

Abstract
