FULL TITLE : AN ACT PROVIDING FOR A COMPREHENSIVE COMMUNITY DEVELOPMENT FOR THE URBAN POOR | |
ABSTRACT : "URBAN POOR COMPREHENSIVE COMMUNITY DEVELOPMENT ACT". This bill is premised on among others, the following principles: (1) To promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the peoplefrom poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all; (2) To recognize the use of property as bearing a social function, and that all economic agents should contribute to the common good; (3) To give highest priority to the enactment of measures that protect and enhance the right of all the people to human dignity, reduce social, economic and political inequalities, and remove cultural iiniquities by equitably diffusing wealth and political power for the common good, and to this end, regular acquisition, ownership, use and disposition of property and its increments; and (4) To implement the demolition of their dwellings only in acco | |
