ABSTRACT : "Comprehensive Juvenile Justice and Delinquency Prevention Act." The bill raises the age of criminal responsibility from 9 to 12 years old. It seeks to restore the harm done to victims and, at the same time, give youth offenders the chance to be rehabilitated and be integrated into society. It establishes the Office of Juvenile Justice and Delinquency Protection and the Children's Ombudsman. |
