| ABSTRACT : "Citizens' Donation Act of 2004." The bill encourages the private sector and government officials to voluntarily donate to the Bayanihan fund to augment the financial resources of the government. All donations shall be treated as public funds and property and shall be remitted to the Bureau of Treasury which shall create a special fund for said donations. |
