SHORT TITLE : Human Life Act
ABSTRACT : "Human Life Act." The bill defines the beginning of human as "from the moment of the combination, fusion and integration of the ovum and the sperm cell resulting from the formation of the human nucleus or fertilization thereof". It provides that the rights accorded to human persons shall be recognized in the unborn from the moment of the formation of the nucleus or fertilization.
