ABSTRACT : The measure seeks to abolish the death penalty and for the penalty to be substituted with reclusion perpetua or life imprisonment. Among the arguments for its abolition are: that the death penalty violates the right to life, that the death penalty is not a deterrent to crime as can be proven by scientific studies and that the death penalty is irrevocable and can be inflicted on the innocent. |
