Abstract
Proposes amendments to the Local Government Code, based onc ertain principles such as: (1) Responsiveness of the IRA to defined powers and devolved functions of the LGUs; (2) transparency of LGU share in the naitonal income; (3) effective consultation and coordination between LGUs and national government agencies; (4) partnership between the LGUs and the NGOs, etc.
