ABSTRACT : This bill seeks to institute a children's fund which shall be managed by the Department of Social Welfare and Development (DSWD) for the protection and rehabilitation of abandoned, abused and sexually exploited children. By giving these children theproper environment they need, they can fully realize their own potentials and actively participate in community life and nation-building .
