ABSTRACT : The bill allows generic drug manufacturers to begin experimentation, production and registration on patented drugs even before the expiration of the patents; disallows patent owners from extending patents on the basis of frivolous "new use" for existing substances; and allows the parallel importation by the government of patented drugs from countries that have lower priced counterparts of such drugs.
