ABSTRACT : Rationale: This bill substantiates the policy of the State to ensure free, orederly, honest, fair and credible elections and other electoral exercises, and ensure the secrecy and sanctity of the ballot in order that the citizenry shall be assured that the results of elections, plebiscites, referenda and such other electoral exercises are truly reflective of their will.
