MEMORANDUM CIRCULAR NO. 82

ENJOINING ALL OFFICIALS AND EMPLOYEES IN ALL DEPARTMENTS, AGENCIES AND INSTRUMENTALITIES OF THE NATIONAL GOVERNMENT, INCLUDING GOVERNMENT-OWNED OR -CONTROLLED CORPORATIONS, AS WELL AS ENCOURAGING LOCAL GOVERNMENT UNITS TO ACTIVELY PARTICIPATE IN THE CONDUCT OF ACTIVITIES FOR THE OBSERVANCE OF THE INTERNATIONAL HUMANITARIAN LAW DAY ON 12 AUGUST 2015

Reminding the observance of Constitution Day every 2nd day of February.

Requiring all government officials and employees who have undertaken observation and study programs abroad to fill the attached information sheet.

Authorizing the sending of delegates to the ninth national convention of government civil engineers of the Philippines.

Amending Memorandum Circular no. 888 dated January 22, 1976, authorizing attendance in the second national Trisectoral Congress to be held by the National Social Action Council.

Providing certain information and arrangement on the filing of income tax return by all government employees.

Urging government agencies concerned to give maximum support and assistance to the Civil Service Commission in the conduct of the 1976 Career Service (professional and sub-professional) Examination.

Reminding all concerned of the obligation to file their sworn statement of assets and liabilities under Republic Act no. 3019, as amended by Presidential Decree no. 677, dated March 31, 1975.

Authorizing attendance and participation in the program for executive development of government certified public accountants organized by the Government Association of Certified Public Accountants (GACPA) in cooperation with the Development Academy of the Philippines.

Creating an executive committee to plan, coordinate, and implement activities in preparation for the third Far East Symposium on Nutrition.

Authorizing attendance in the second national Trisectoral Congress to be held by the National Social Action Council.

Amending Paragraph VII of Memorandum Circular no. 650 providing guidelines on placement of personnel affected by the implementation of the provisions of the Integrated Reorganization Plan.

Enjoining all offices, agencies and instrumentalities of the government to comply strictly with the requirements of Memorandum Circular no. 315 dated January 30, 1970.

AUTHORIZING PARTICIPATION IN THE CAREER EXECUTIVE SERVICE (CES) CONGRESS

DIRECTING ALL HEADS OF NATIONAL GOVERNMENT AGENCIES, INCLUDING GOVERNMENT-OWNED OR -CONTROLLED CORPORATIONS, TO EXTEND THEIR FULL ASSISTANCE IN THE TRANSITION TO THE NEGROS ISLAND REGION

Implementing the staggered working time in the Executive Department in relation to the other branches of government and the private sector in Metro Manila during the Christmas season from December 15, 2004 to January 6, 2005.

Traditional New Year's Day reception at Malacañang Palace.

Declaring certain procedures to be followed in hosting of United Nations meeting and other international conferences by the Philippines.

Authorizing the Philippine Association for Government Budget Administration, Inc. (PAGBA) to hold a convention seminar, and enjoining attendance therein.

Authorizing participation of government executives in the Mindanao-Sulu-Palawan Region in the MSU-UP Executive Development Program.

Requiring all national government officials and employees to be registered members of their respective barangays.

Providing the guidelines governing the participation of the local boards in the 1975 Integrated Census of the Population and Economic Activities in the country.

Authorizing the attendance of certain government officials and employees in the 10th convention-seminar of the Association of Government Accountants of the Philippines (AGAP), Inc.

Authorizing attendance in the Southeast Asian Summer Institute in Mathematics, 1975.

Authorizing attendance of chiefs of fire departments of major towns and cities or their representatives in the first National Fire Suppression Assembly on April 14 to 20, 1975, sponsored by the Firefighting Equipment Manufacturers of the Philippines, Inc. (FEMAP).

Authorizing the Government Association of Certified Public Accountants (GACPA) to hold a convention-seminar, and enjoining attendance therein.

Authorizing attendance in the fifth congress/ Manila forum of the Eastern Regional Organization for Planning and Housing (EAROPH).

AUTHORIZING PARTICIPATION IN THE 14TH ANNUAL CAREER EXECUTIVE SERVICE (CES) CONFERENCE

Enjoining all government offices to undertake appropriate activities in the observance of the National Human Rights Consciousness Week.

Prescribing the policy regarding the assumption of duties by and the grant of compensation to the members of the Boards of Directors (who are nominated by the Presidential Commission on Good Government (PCGG) of sequestered and surrendered corporations under PCGG supervision

Enjoining attendance in the 5th Asia Pacific Conference on Tobacco or Health to be held at the Subic Bay Freeport Zone from November 23 to 27, 1998, co-hosted by the Department of Health and the Tobacco-Free Philippines Foundation, Inc.

Reiterating the directive to put an end to the unauthorized use of the name, signature, picture or office of the President and members of the First Family to gain favor or advantage in government or for other illegal purposes

Directing all offices in the executive branch of the government to assist in the fund campaign of the Ramon Magsaysay Award Foundation for the construction and establishment of the Ramon Magsaysay Center.

Creating an executive committee to take charge of the preparation and arrangements for the holding of the 8th annual meeting of the Board of Governors of the Asian Development Bank to be held in Manila on April 24 to 26, 1975.

Encouraging and authorizing attendance at the annual computer conference of the Data Processing Management Association of the Philippines.

Creating a committee to study and recommend a realistic and viable compensation scheme for bus drivers in the Metropolitan Manila.

Authorizing attendance in the symposium-forum on the Ultimate Tax Amnesty under Presidential Decree no. 631 and on the forthcoming National Referendum.

Further amending Memorandum Circular no. 739 dated May 20, 1974 of the Office of the President, as amended by Memorandum Circular no. 747, series of 1974.
