| ABSTRACT : "National Seafarers Administration Act of 2007". This bill creates the Administration to be composed of full-time officials, not just an advisory group. The Administration will be charged with formulating policies and programs for the protection and promotion of the rights and welfare of seamen assigned aboard foreign vessels. |
