SHORT TITLE : Human Life Act of 2004 | |
ABSTRACT : "Human Life Act of 2004". As articulated and intended by the 1986 Constitutional Commission, conception begins with the combination, fusion or integration of the ovum and the sperm cell forming the human nucleus. It also emphasized that the definition of the beginning of human life as from conception shall be provided by an appropriate legislation. This bill seeks to define the beginning of human life and to recognize the rights of the unborn. | |

Abstract
"Human Life Act of 2004". As articulated and intended by the 1986 Constitutional Commission, conception begins with the combination, fusion or integration of the ovum and the sperm cell forming the human nucleus. It also emphasized that the definition of the beginning of human life as from conception shall be provided by an appropriate legislation. This bill seeks to define the beginning of human life and to recognize the rights of the unborn.'
